I don't even know how this is supposed to stop power projection in the slightest but I know it will make life as a solo/small group nomadic player more expensive, as for effecting larger alliances well, who is making these changes?

Oh I don't know, not all fights are that far out and I personally find it helps when coming up against active tanks, the extra DPS of a pulse lazer wouldnt benefit me over a neut don't think, I did try a pulse fit early on but found it far from op...
